MANILA, Philippines – In a decisive move to restore integrity and transparency, Department of Trade and Industry (DTI) Secretary Ma. Cristina A. Roque, Chair of the Construction Industry Authority of the Philippines (CIAP), has placed CIAP and its implementing boards, including the Philippine Contractors Accreditation Board (PCAB), under her direct supervision.

In their Facebook post, Roque said, “Placing them under my direct supervision will ensure that order, transparency, and accountability are restored within these agencies.” 

Digitalization as a Strong Foundation

Secretary Roque is coming in at a time when PCAB has already set in place a strong digitalization framework under the leadership of the PCAB Board and Executive Director Atty. Herbert Matienzo. This pioneering shift to online systems proved crucial during the pandemic and is now providing a reliable platform for reforms.

Among PCAB’s notable digital initiatives are:

• Online Contractor’s Licensing System (OCLS): Simplified license applications and renewals through a fully online process.
• E-Payment Integration: Allowed safer, faster, and more secure transactions.
• Real-Time Tracking: Gave contractors visibility into application status, reducing delays and red tape.
• Remote Accessibility: Provided nationwide access, especially for contractors in provinces far from Metro Manila.

Advantages Moving Forward

With these digital reforms already in place, Secretary Roque’s direct supervision is expected to accelerate accountability and transparency across CIAP and PCAB. The existing systems:

• Provide a clear audit trail for transactions.
• Reduce opportunities for corruption and mismanagement.
